Dancing with the Stars: India-Pakistan Edition

I highly recommend this account by Bruce Tolentino at In Asia about the flag-lowering ceremony that is performed each day before packed ampitheatres on both sides of the only India-Pakistan border crossing: Then, simultaneously, the guards from each side launch repeatedfusillades of choreographed marching and gestures. Aggressively, theyrush the border, furiously stamping their feet, glaring and snorting attheir foes. They stop – inches from one another, never crossing theborder – raise their arms to shoulder height and display thumbs pointeddownward, dismissing the other. Excitement and tension among the crowdsrepeatedly builds and swells, erupting in applause for their respectivenational warriors. This […]

Russia’s Humble Pie, India Edition

Ria Novosti reports that India has ruled out the Russian-manufactured Il-78 for its upcoming purchase of aerial tankers, due to concerns over spare parts and after-sales service for a fleet purchased six years ago. That made me think of this Richard Weitz column from the WPR archives, back in February, describing the challenges facing the Russian defense industry. The related decline of the Indo-Russian defense relationship at the very moment that India will begin to play a more prominent regional security role is one of the more important defense industry trends going relatively unnoticed in the mainstream press these days, […]

NEW DELHI — The unexpected landslide victory of the Congress Party in India’s general elections has unshackled the incoming government from the tricky task of managing its earlier coalition for political survival, especially the rabidly anti-American Left parties. There is little doubt that the team of Prime Minister Manmohan Singh, all-powerful Congress party president Sonia Gandhi and her son Rahul Gandhi — who led the election campaign — will look to firm up some of their earlier aims, given the near-majority and stability that the party and its allies now command. In fact, the new government can no longer offer […]

India Addresses Child Prostitution

The Indian government released a disturbing report this week on the extent to which child prostitution and trafficking for sexual purposes has become a major issue for Indian law enforcement. According to Indian Home Secretary Madhukar Gupta, there are an astounding 100 million people involved in these practices in one way or another. Of the more than 3 million sex workers in India, it is estimated that 40 percent of them are children. To illustrate the extent of the problems faced by millions of Indian children, the father of one of the stars of the recent hit-movie Slumdog Millionaire recently […]

On the face of it, the case for firing the Nepalese Army chief, Gen. Rukmangad Katuwal, was fairly straightforward. Katuwal had ignored an executive directive on inducting former Maoist guerrillas into Nepal’s armed forces, as per the November 2006 peace treaty that ended a bloody insurgency dating back nearly a decade. As if that weren’t enough, he was also rumored to be planning a coup against the civilian government. But instead, it was Maoist Prime Minister Puspa Kamal Dahal — commonly known by his nom de guerre, Prachanda — who ended up resigning, after Nepalese President Ram Baran Yadav overruled […]

Have we really reached the end of American hegemony? For those who think so, the signs of America’s decline and the rise of emerging powers are everywhere. According to this line of argument, the world’s sole superpower succumbed to overstretch. U.S. failures in the “war on terror” revealed the limitations of American military power, while its role in provoking the global economic crisis revealed the shortcomings of American economic leadership. As a result, rising powers around the world feel suddenly emboldened by America’s visible weakness. Brazil’s president blames the worldwide recession on “white-skinned people with blue eyes,” and Russia and […]

‘Tis the season of snap judgments on President Obama’s first 100 days in office, replete with scorecards, grading sheets, and cartoon thumbs pointing up or down. The temptation with such analyses is simply to generate a laundry list of accomplishments, as if a crowded agenda or a flurry of decisions connotes successful leadership. Under normal circumstances, the key measure tends to be “traction,” as in, Did the new administration hit the ground running on issues A through Z? But these aren’t normal times. America and the world are experiencing the sort of once-in-a-lifetime restructuring of international affairs that only a […]

Obama’s First Steps: What Comes After the ‘Listening Phase’?

President Barack Obama entered office with such an inflated cloud of expectations hanging over his head that it is not surprising that some are criticizing him now for his “failures.” After a mere 100 or so days in office, why hasn’t he solved the global financial crisis, reversed global warming and brought peace to the Middle East? On the other hand, some of his partisans are wont to claim major foreign policy successes for the new administration because of the president’s personal popularity and the tumultuous acclaim he has received during his overseas visits. Yet during his first few months […]
