Recent visits to China by Biden administration officials have sought to humanize the bilateral relationship and broaden it out beyond the tensions on display between the two governments. A $61 billion aid package to help Ukraine was finally passed in Congress and will be signed into law. But questions still linger over Washington’s ability to act as a reliable partner to its friends and a determined adversary to its foes.
