On a Tuesday in late October, an Afghan cleric, Sheikh Raheemullah Nangahari, was giving a speech in his madrassa in Peshawar, near Pakistan’s border with Afghanistan, when a blast ripped through the prayer hall, injuring him and killing eight others.
