When does a global catastrophe stimulate a revival of international cooperation, rather than accelerate fragmentation and disorder? DUBLIN—As the world braces for a prolonged economic downturn due to the coronavirus pandemic, the United Kingdom and Ireland may have to face this crisis alongside another, partly self-inflicted one: a no-deal Brexit. Using ladders to board the ship, a group of assailants kidnapped two crew members, taking them back to the shore, where they subsequently held them for ransom. Fifteen years ago this September, former U.S. Deputy Secretary of State Robert Zoellick famously challenged the People’s Republic of China to become a “responsible stakeholder” in the international system.
