Philippine Foreign Minister Teodoro Locsin Jr. was peeved at Beijing. MALAGA, Spain—In early April, Spanish Prime Minister Pedro Sanchez traveled to Angola and Senegal, accompanied by representatives of 12 Spanish companies he hopes will do business there.
