In 1873, Walter Bagehot, a prominent businessman in British high society and a journalist who served for 16 years as editor-in-chief of The Economist, wrote a treatise on banking and finance in which he left his most enduring mark on the world. In “Lombard Street: A Description of the Money Market,” he laid out a playbook for policymakers facing an unfolding economic and financial crisis. When up against […]

Saudi Arabia’s decision to launch a price war in oil markets earlier this month could not have been more poorly timed, coming amid plummeting global demand for oil due to the COVID-19 pandemic. The Saudi announcement sunk oil prices to an 18-year low, near $20 per barrel, after five years at more than double that price, putting further downward pressure on already troubled financial markets. Saudi Arabia had gambled that by flooding the market and pushing down prices, it could punish Russia for refusing to cut its output, while recouping market share that had been ceded to U.S. shale oil […]

Trade is way down on the list of priorities in a public health crisis, but it is still important to make sure that policies don’t actually make the situation worse. In the case of the coronavirus pandemic, a number of governments are, unfortunately, doing just that. Many countries, for example, are shortsightedly enacting export bans on critical medical supplies and worsening shortages in places that may have the greatest need, like Italy. In the United States, President Donald Trump’s trade policies seem to be on autopilot, with tariffs continuing more or less as before, even though those tariffs are complicating […]

President Donald Trump has been pilloried for jeopardizing thousands of American lives through his delayed domestic response to COVID-19. His failure of global leadership, however, has been equally glaring. Rather than rallying other nations in a collective effort, he has doubled down on his “America First” instincts, as if a purely national approach could defeat a global pandemic. The contrast with his immediate predecessors is stark. In the depths of the global financial crisis in 2008 and 2009, Republican George W. Bush and Democrat Barack Obama both spearheaded a multilateral response that helped rescue the world economy. Trump’s disastrous unilateralism, […]

There is no drug or vaccine against COVID-19, and it will be at least 12 to 18 months before those remedies could be available. Face masks are next to impossible to find for most consumers, even as public health officials caution that they are not terribly effective against this coronavirus. There is a shortage of ventilators, and President Donald Trump has told America’s governors that they should not rely on the federal government to provide them—even though they are the most effective tool for treating hospitalized COVID-19 patients. In addition to the political, economic and social impacts of the coronavirus […]

Tensions have simmered for decades between Brazil, which believes the Amazon rainforest is a sovereign resource, and wealthy developed countries concerned with protecting one of the world’s most important carbon sinks. But it wasn’t until last summer that, amid growing international concern over climate change, deforestation in the Amazon provoked a high-level diplomatic spat. As fires raged in the Amazon, most of them set by farmers and ranchers to clear land, French President Emmanuel Macron proclaimed the issue was an international crisis and said he would put it on the agenda of the G-7 summit in Biarritz. German Chancellor Angela […]

In mid-February, the United Nations issued a statement calling for the immediate evacuation of the Moria refugee camp, on the Greek island of Lesbos. Initially designed to hold fewer than 3,000 people, the camp’s population had increased from 5,000 last July to roughly 20,000. With ships bringing new arrivals every day, medical experts feared a looming public health crisis. Malnutrition was widespread, hygiene impossible to maintain and health care workers completely overwhelmed, leading many residents to die of treatable conditions. A regional government official called Moria “a powder keg ready to explode,” and a volunteer doctor told The Guardian that […]

After a delayed arrival of the novel coronavirus, there are now more than 720 confirmed COVID-19 cases and at least 20 related deaths across Africa. With the head of the World Health Organization warning the continent to “prepare for the worst,” African leaders are turning to extraordinary measures to try and slow the pandemic’s spread before it can overwhelm their fragile health systems. The first confirmed case of COVID-19 on the continent came only in mid-February, weeks after the outbreak had spread […]

One of the enduring mysteries in the U.S. federal court case against Yevgeny Prigozhin, the Russian oligarch charged for his alleged involvement in the Kremlin-orchestrated campaign to interfere in America’s 2016 presidential elections, is Prigozhin’s decision to respond to the charges at all. Since Russian law prohibits the extradition of its citizens when they are accused of crimes committed abroad, Prigozhin, a St. Petersburg restaurateur close to President Vladimir Putin, had little reason to fear the long arm of U.S. law. Indeed, given his Kremlin ties, Prigozhin would have been well within his rights to believe that his friends in […]

ISTANBUL—In a major political shake-up in Turkey, Ali Babacan, a former economy minister and once-close confidante of President Recep Tayyip Erdogan, recently ended months of speculation and formally launched a new political party to challenge his old boss. Babacan, who resigned last July from Erdogan’s Justice and Development Party, or AKP, formally launched his new Democracy and Progress Party on March 11, at a rally in the capital, Ankara. The DEVA party, as it is known—Turkish for “cure”—unites a slate of former Erdogan allies, including three other former AKP ministers, six former AKP members of parliament and one sitting lawmaker […]

For three years, Americans, along with the rest of the world, have watched President Donald Trump run an administration unlike any other in U.S. history. He repeatedly broke norms, principles and traditions, upending the way all of his predecessors had governed. His many disruptions have taken their toll, but it took the emergence of a global pandemic to expose the full cost of Trump’s now-familiar patterns. As the coronavirus spread, and a global crisis loomed, Trump resorted to the flawed habits and measures that have been the hallmark of his presidency. He relied on the advice of unqualified acolytes. He […]

Africa’s Sahel region, the long stretch of scrubland that extends from Mauritania to Sudan, has emerged as a critical global hotspot in recent years, as national governments struggle to contain growing insecurity, rampant criminality and waves of violent extremism. But efforts to stabilize this transcontinental belt just south of the Sahara have largely overlooked one critical driver of tensions: the centuries-old but increasingly violent disputes between nomadic herding and sedentary farming communities. A recent influx of weapons has given these conflicts new and deadly force, with grave implications for international security. The scale of the recent violence stemming from herder-farmer […]

Albin Kurti, the newly elected prime minister of Kosovo, waves after a new government was elected, in Pristina, Kosovo, Feb. 3, 2020 (AP photo by Visar Kryeziu).

“The citizens of Kosovo voted massively for change,” said Albin Kurti, the country’s newly installed prime minister. “Kosovo is ready to turn a new page.” He may be right, but will they and their neighbors throughout the Balkans actually see that transformation, if their leaders can’t put the 1990s and the troubled years since behind them? In exclusive comments to WPR, Kurti said that countries in the Balkans “are still suffering from the past while struggling to build the future.” A few years ago, Kurti was leading his fellow lawmakers in setting off tear gas amid a protest in Kosovo’s […]

Three months after reports emerged of a novel coronavirus spreading in central China, it is safe to say that our world, and all of our individual worlds, have been transformed by what has become a terrifying pandemic. Governments around the globe are taking unprecedented steps to restrict movement and limit social contact among their populations to contain that virus’s spread. Growing numbers of the world’s inhabitants are now living in either voluntary or imposed isolation, or preparing to do so. The COVID-19 pandemic has been called the first truly global crisis since World War II. Arguably the climate crisis already […]

Editor’s note: The following article is one of 30 that we’ve selected from our archives to celebrate World Politics Review’s 15th anniversary. You can find the full collection here. In just a few months, the tightly connected systems of a globalized world have transformed the novel coronavirus from a handful of cases in China to a global pandemic. But we have yet to see an international response that matches the scale of the threat. The contrast with the 2008 financial crisis and subsequent economic crash is stark. Then, governments vastly upgraded the G-20 from a somewhat obscure forum of finance ministers […]
