BARCELONA, Spain—The countries around the Mediterranean basin are a diverse lot, ranging from the European Union and NATO’s southernmost members to the states of the Balkans, the Middle East and North Africa. One thing almost all of them share is a constant tension from the seemingly contradictory trends toward separation and integration. In the early 21st century, each trajectory has its appeal in this maritime region, but neither represents a panacea. Earlier this month, the leaders of Iceland, Norway, Sweden, Denmark and Finland were in Washington to attend a summit at the White House. Together with President Barack Obama, the five Nordic leaders discussed tensions with Russia, security, climate change and trade. On Thursday, Rachid Ghannouchi, the founder of Tunisia’s Ennahda, told the French newspaper Le Monde that his party—long defined and projected as Islamist—would be “leaving political Islam behind.” Rather than Islamists, Ghannouchi says, Ennahda is a party of “Muslim Democrats,” echoing a paper that a party legislator recently published for the Brookings Institution.
