Africa's Ungoverned Space

This summer 2006 report of the Portuguese National Defense Institute examines the ungoverned areas of Africa, with particular focus on security issues related to the potential future of international terrorism. The report's summary states: "If one of the biggest threats of the 21st century involves the nexus between terrorist who seek to harm us and the most dramatic and effective means by which they can do so -- accessing and moving weapons of mass destruction -- Africa provides enough ungoverned space to be a of major concern."
