One Sept. 9, Iranian Foreign Minister Manouchehr Mottaki presented this five-page document, titled "Package of Proposals by the Islamic Republic of Iran for Comprehensive and Constructive Negotiations," to the U.S., U.K, China, France, Germany, and Russia.
The document fails to mention Iran's atomic program specifically. Instead, it tends toward vague language, calling for "dialogue and negotiation in order to lay the ground for lasting peace and regionally inspired and generated stability for the region and beyond and for the continued progress and prosperity of the nations of the region and the world."
