The report was written by a panel of former NATO commanders and is their assessment of global threats and the capabilities existing to deal with them.  They conclude that these global challenges must be dealt with in both military and non-military ways, through cooperation between allied powers. They propose a new agenda for change, which involves both nations and organizations.

Excerpt from the report: “NATO is the most appropriate to serve as a core element of a future security architecture, providing it fully transforms and adapts to meet the present challenges. NATO needs more non-military capabilities, and this underpins the need for better cooperation with the European Union.”
