Within the context of concerns being raised by prominent Indians and Americans that the expansion of U.S.-India ties has stalled in recent years, this report examines the transformation of the U.S.-India relationship over the past 10 years led by Presidents Clinton and Bush. "We believe it is critical to rejuvenate the U.S.-India partnership and put U.S. relations with India on a more solid foundation," the report states. "The relationship requires a bold leap forward. The United States should establish a vision for what it seeks in the relationship and give concrete meaning to the phrase 'strategic partnership.'"
