Testimony: Contracting in Combat Zones: Who are Our Subcontractors?
Richard Fontaine | Center for a New American Security | 2010-06-29
In this testimony before the U.S. Committee on Oversight and Government Reform, Richard Fontaine, a senior fellow at the Center for a New American Security, asserts that the system within which contracting takes place in U.S. military warzones in underdeveloped and lacking oversight. "Tens of billions of taxpayer dollars committed to contracts in Iraq and Afghanistan have been implemented with little oversight," Fontaine says. "Contracting companies themselves crave clearer guidelines. The roles of contractors remain incompletely integrated into the conduct of American operations."
