This report commissioned through the U.S. Army War College's Strategic Studies Institute calls on U.S. policymakers to improve their understanding of Brazilian foreign policy given the country's growing regional and global influence. While acknowledging sophistication and accomplishments in the foreign policy of former Brazilian President Luiz Inácio Lula da Silva, the report argues that Brazil still faces "persistent internal problems" and that its increasingly competitive relations with the United States "could negatively impact its geopolitical potential."
