This report was presented to the U.S. House Subcommittee on National Security and Foreign Affairs as the U.S. Air Force is in the process of modernizing the Global Positioning System (GPS) that provides positioning, navigation and timing data to users worldwide. Asserting that "multiyear delays in the development of GPS ground control systems are extensive," the report recommends that the U.S. Departments of Defense and Transportation "develop comprehensive guidance for the GPS interagency requirements process."
