This document, officially titled "Persian Gulf: U.S. Agencies Need to Improve Licensing Data and to Document Reviews of Arms Transfers for U.S. Foreign Policy and National Security Goals," highlights discrepancies and innaccuracies in the manner with which the U.S. Departments of Defense and State track weapons transfers and sales to countries in the Persian Gulf region. The report notes that billions of dollars worth of arms have been transfered to six Persian Gulf countries in recent years.
